Overview: 

Expenditure Planning, Control, Management and Arrears Management program is designed to provide our delegates with in-depth knowledge on principles, concepts and practice of expenditure management skills with a focus on government and public expenditure.

This training workshop has been developed to specifically assist our delegates with an understanding of the importance of linking policy, planning, budgets, and resource management cycle, linking policy, revenue management and budgeting at the government-wide level and the implementation of Medium-term expenditure framework and public investment programs (PIPs).

This workshop focuses on streamlining nature of legislative authorisations and vote allocations, understanding different forms of government activity with a fiscal impact, the importance of control management and budgetary documentation and approvals and the legal and institutional framework, distribution of responsibilities in the executive.

Course Outcomes: 
  • Understand principles and concepts of expenditure management
  • Deal with challenges and weaknesses that produce poor budgeting outcomes
  • Use budget classification, presentation and programming expenditure classification
  • Understand rolling budgets, multi-year budgeting and investment programming
  • Understand objectives for government debt management and arrears management
  • Design payments, forex and debt management strategies, cost of debt and risk
  • Understand cash management, financial planning, and work with central banks
  • Understand treasury functions, management of government debt, government assets dealing with liquidity
