Overview: 

Innovations In Public Expenditure Management  is  the  main  engine  of  growth  in  an  increasing  number  of  well performing government departments. The concept of innovations begins with an overview of broader public sector reform initiatives in the backdrop against which expenditure management reform has to take place. Innovations assesses progress in six key areas of expenditure management, that is the role and structure of the State; attempts to improve public performance; the introduction of resource and expenditure planning expenditure tools; measures to improve the governance of public expenditure; the development of new entrepreneurial management instruments; and finally, recent experiences in improving the wasteful expenditure reduction impact of public purse. It concludes with an assessment of the likely success of these initiatives and the priorities for future public expenditure interventions.

 

Innovation in this area has to focus on Fiscal Management discipline which has a close relation with the control of budget magnitudes effectively and it assumes a binding role on both macro level and expenditure unit by means of expenditure ceilings, on a minute line item basis. In the macro financial management discipline, budget totals do not only arrange expenditure demands; results in decisions intentions must be clear as well. These totals should be set before individual spending decisions are made, and should be sustainable over medium-term and beyond
